Milton and all,

  Yes this is not all that new of a DOC/NTIA letter.  However,
I also don't necessarly agree with your analysis of it.  The next
administration will play a significant role in what the future of
the GAC and DOC/NTIA will bring.  Given that USG policy
in many areas is not well recieved in some other countries, it
is not necessarly a given that either of your hedged potential
futures are likely.  Yet certainly they are possibilities...
