Is this a trick question? The same opportunities?
A resounding no, for reasons that seem too obvious to bother enumerating.
On the other hand, it is possible that a person who has NO Internet access also enjoys some different opportunities, even if she does not have as many. For instance, lower stress level in some ways? Possibility of a rich and productive local society?
