Grande Paul,

This naming of the beast is the result of the negotiations in the MAG of 
the IGF. Given the tremendous resistance of some sectors against 
allowing discussion of the logical infrastructure (names, numbers, 
protocols, and, extending it a bit beyond ICANN's "untouchable 
universe", terms of trade of intercountry interconections -- but you 
keep stretching it...), this is the verbal form found to enable 
introducing the theme in the main agenda.

So, it is not a well thought conception, it is rather a result of a lot 
of almost bloody arms twisting... ;)
