[governance] summary of MAG meeting and new draft program

MAG spent the first 90 minutes on Tuesday discussing transparency 
issues, and the first outcome is the reports Jeanette mentions. In 
the future publish agendas in advance.

Is this an improvement, what more would you like to see?
