Thanks Sylvia for posting this. BTW, Mr. Clarke is not far from the Chinese "healthy Internet". Dioes he propose we should clean the Information Suoperhighway from all the drunken drivers? But who defines what a "drunken driver" is and who constitutes the police and who controls the police?
