[governance] Reinstate the Vote

I've been doing that since 1982, in Bulgarian media, and since 1990 on
line. Check my blog for more. The question here is not about Bulgaria,
as no Bulgarian is coming to this list with the feeling that they know
better what is good for the Internet in the whole world. The only
thing we claim is well described in the presentation read by the
Bulgarian Ambassador to Brazil at the Rio IGF. Check the website for
more.
