My understanding is that 3C is much more multi-stakeholder and includes a lot of more groups than 3P which is often nothing more than a deal between government and industry, ignoring civil society and consumer interests.

I am in a conflict, question is Public-Private Partnerships (3P) or
Collaboration-Coordination Cooperation (3C) is better for e-Governance. And
which one promotes  IT more.
