[governance] Public Private Partnership

We've had sayings, now "whatever centric" lookings: we definitely  
need a 3rd Peter principle, as we're now drifting to folklore  
discussions..
FYI, I've not discussed public-private parnerships, and thus have  
expressed no point of view on this.
