[governance] Rio IGF workshop proposal dates

Worth noting the workshop rooms will be much larger than Athens, 
200-300 people.

The main room can accommodate 1500.  Expect the meeting to attract 
more than attended the Athens meeting, perhaps 2000 on the first day.
