[governance] Diplomacy goes virtual: Inauguration of diplomacy island & virtual embassy in second life

unfortunately i would need a computer more powerful then mine to get
a second life. (not that i am sure i have a life in the first place.)
it is an interesting concept though and i will be curious to see how
far it goes.
