[governance] ICANN RFC on its performance

It's in the ICANN by-laws: maxiumum feasible transparency.

Many people made practical suggestions along the way, e.g. recording the 
telephone Board meetings; I believe at one point Bret even offered to do 
it for free.  They were all turned down.
