No, not root name servers. Root name servers do not serves the ccTLDs.

The name servers of ".sd" are:

ns1.coza.net.za.
ans1.canar.sd.
ans2.canar.sd.
tld1.ultradns.net.
tld2.ultradns.net.
ns-sd.ripe.net.

Only the two UltraDNS servers seem US-based (UltraDNS is a subsidiary
of Neustar).
