[governance] IGC statement to IGF MAG - Yea

I think the "statement" (why not call it a *CSIG Caucus Proposal to the 
IGF*, not a "pronunciamiento"?) as it stands now is great -- no need for 
further make-up retouching and such :) Let us deliver it to the MAG.
