But doesn't simple providing of Domain Name services for which ICANN
collects fees through registries itself a straight-forward service. (refer
an earlier 'fees versus taxes' discussion on this list) I mean, in legal
terms in US law what else would it qualify for. Of course, ICANN cant be
filing that it provides some kind of governance. Or am I completely
off-track...
