[governance] Host country agreement

Dear Jeanette and All,

Can you kindly check out *literal accessibility issues* such as physical
access to rooms and to various floors where events are to be held.  This in
addition to matters of information access.
This would mean both rooms themselves and transitional areas, whether stairs
have hand-rails in case for instance people have computer carts or canes or
wheelchairs etc.  and whether there are elevators, etc..

 If not and this is known in advance perhaps some alternatives might be
considered.
