[governance] Dialogue Forum on Internet rights, and call for contributions

it is kind of short notice for such type of event. usually there is
an open call for such events, one that allows interested participants
to submit papers and/or proposal.
I would be interested to know who is involved - specifically if it is
just includes participants from Italy or includes a more
international perspective.
