"proper priority" means here?

Net founder pushes innovation to speed online video

"Roberts said his new router will be an improvement over traditional network
routers, which direct information across networks in bursts of bits of data
called packets.

Instead of sending data through smaller packets, Anagran's FR-1000
Intelligent Flow Router attempts to manage information by larger groups of
related packets, called flows, and uses a technique to give ***proper
priority*** to larger flows of information while ***capping how much of the
network's resources they can use.***"
