Whatever the case, ICANN could be compared to a non-profit commodity 
exchange organization (a commodities' "bourse"?), TLDs being the 
commodities, regarding many of its activities -- at least the most 
visible ones. There are of course many other cases of non-profit 
organizations carrying out moderation/coordination activities mostly for 
businesses. ITU, WIPO are other cases.
