I agree. For example, in Italy there is a relatively strong movement - 
led by the original MP3 scientist, Prof. Chiariglione - to get the 
government to develop a "national DRM system" and force it into use by 
law. Just imagine if each country of the world developed its own 
regulation of DRMs, or even its own technical implementation, 
incompatible with the others...

While each country has the right to make national policy as it likes, 
there is high value in getting to international agreement on best 
practices, so that most countries will naturally adapt to a globally 
agreed standard. It is the same principle by which the technical 
standards of the Internet - RFCs - get into use: none of them is 
formally binding, but just imagine if they weren't there.
