[governance] Charter final

Hi,

The final version of the charter is at:

The only comments I received had to do with a few people who had had  
problems with the vote, so a few names where added to the list of  
those who were part of the quorum.  The vote for/against count was  
not changed, and the only change made to the charter was the  
reference to the number of those voting.
