[governance] NomCom Process Call/Proposal

Hi, welcome back from Thanksgiving holidays for those who celebrated
them. Now, we have got 18 names so far:
http://www.igcaucus.org/2006-AT-volunteers.html

We need 7 more to go. Given the deadline is Dec 14, it is not bad,
but please send your name as soon as you could. If we reach 30
by Dec 7 or before, perhaps we could make the timeline 1 week or so
earlier so that we have more time to discuss at NomCom despite the
holiday seasons.
