Yep. For instance you can reserve the National Press Club for a fee. 
Some UFO nutcases did it a few years ago (I got death threats for an 
article I wrote about them). Doesn't mean they're legit.

Any Internet & the law conference worth going to (and there are dozens) 
will have some interesting keynotes and some recognizable names. This 
one doesn't. I'd avoid it.

ILPF is a better bet if you want that kind of stuff, but CFP is probably 
more along the lines of what you'd want to go to. It's in Montreal next 
year and should be a good trip as long as it's not too cold.
