[governance] igc nomcom and other lists

I tend to be on the same page as Avri and Jeanette here : the main point is
: the nomcom does not select its own memebers.

For the rest, as Avri mentionned on the plenary, the nomcom process set up
by the IGC does not pretend to be the only avenue for CS actors to submit
names for the MAG. Some peole intend to do so separately anyway.

Last, it is good for the sake of transparency that the question of principle
raised by Avri is discussed openly. It's a proof of maturity for the group.
