[governance] Worried that we aren't developping text for March deadline..

I am worried by the fact that we seem to be spending more time
discussing the "right to development" then a text for the end of March
deadline.

Can we ALSO spend some time as well on identifying the specific themes
and/or topics for the IGF to take up.

Has any thought been given on how each "possible" themes could be
developed further and/or sub-divided ?
