What is it about the EU, to consistently come up with such murky and essentially useless policy constructs? Do they expect to change the world with such fluff?

BTW, the EU proposed as subjects for the first IGF two issues, which are in the eyes of the EU "non-controversial" and have nothing to do with internet core ressources, oversight and "enhanced cooperation". The two proposed subjects are "spam" and "multiligualism". Very nice proposal. We should support "multiligualism" as a first priority. Then we have the whole stuff of root service, oversight, authorization of zone files, unilateral actions and - isn´t it paradox? - "enhanced cooperation" on the table. This is the irony of (EU-) Life :-))).
