Isn't the goal that the location of the Secretariat be immaterial? I 
would hope to design the IGF Secretariat in such a way that the persons 
in close proximity to the home city or country have no advantage over 
those half a world away. It ought to be as easy to participate from 
Singapore or Nairobi as it is from Geneva or New York (or Marina del 
Rey). If done right, focus on the functions of the secretariat and the 
modes of participation will make the physical location of the 
Secretariat immaterial.
