This (also being one of the not-very-high-level but very practical
points I tried to push in the WGIG report) would already be a
significant improvement for the community of individuals and especially
small developers and students... when I was studying engineering at my
University, I started to enjoy reading RFCs, and I remember the shock
when I first encountered an ITU standard and I discovered that I had to
pay just to be able to read it.
