No, not authoritative (although quite comprehensive and certainly
useful). There is no structure which supervises all the root
nameservers so the information about them entirely depends on the good
will if their administrators and the good relations between them. See
how some root nameservers are better documented than other.

Bill Manning, manager of B-root, often complains publically about
http://www.root-servers.org/ and that's may be why information about
B-root is limited.
