[governance] First prepcom interventions

Ralf, there are more opportunities in the coming days to address 
specific issues. I think it would be good if you prepared a statement 
that focuses on privacy and perhaps consumer rights.

Besides, even it is not that obvious, my part is to point out those 
issues in the report that are lacking or not treated adequately :-) 
Also, we have send the statements to the translaters two hours ago. I 
would not like to make changes unless absolutly crucial. Hope that's ok.
