yes, there are some drafts.  and: it is unlikely, for both practical and
political reasons, that one nonbinding statement-of-intent would fit all
twelve rootops.  so you should expect either nothing ever, or many statements
from different rootops.  most rootops are deliberately unaligned, to avoid
capture.
