The Pivot Bit, the 49th bit, can be used as a Pivot Point. When set to 1 it
can indicate
that the DDDD.DDDDDDD field is on the Outer Ring and when 0 on the Inner
Ring.

The Outer Ring can be used for Realm-based addressing.

The .WS determines the 11 bits above. 6:247 is 0110:11110111.
