 I don't think it is anywhere near a veto.

It manifests the unique power that the US has.

 well maybe, but they aren't givin' it up no matter what anybody else says 
or does. I think it is just a windmill to tilt against to the detriment of 
developing nations need for action on the other WSIS goals.
