I mostly agree with the fact Milton brought in.
Besides, the source of ISOC fund provided to IETF comes from
PIR, non-profit entity running .org. for roughly $800,000 running
cost, plus extra $469,000 for "reform" of IETF.

The perception of "light" secretariat and the reality of
IETF running look very different to me.
Please do not mis-understand my comment - I am not in general
against the "light-hand" secretariat model.
But I do think we need to look the reality seriously and carefully.
I mean, for the forum we want to see may and will require sufficient
amount of money and other investment if it is to work effectively.
We need to remind this to the governments and private sector,
to prepare for the cost. That's my main message.
