[governance] Caucus comments for prepcom 3

The deadline for contributions on the WGIG report is "by August 15"

Please send any comments by tomorrow (Sunday) 2pm London time and 
Karen will edit.  She will try to post a near-final draft by Sunday 
evening.  We will be able to take a few minor comments by Monday 2pm. 
Karen will produce the final version and we will send.
