My idea was just to use our statement to point out at the need for such 
a thing, and maybe propose to give the forum the task to address it.

About the content, I know that there already are a number of proposals 
for the definition of this kind of rights, from the A2K campaign to the 
French "Forum Internet", and plenty of CS activity on this matter 
outside of WSIS caucuses - so I would not work on that now. I think 
that, realistically and given the timeframe, we just have to ensure that 
the issue is on the agenda for the WSIS follow-up.
