[bestbits] Update about IGF venue and workshop submissions

MAG chair Lynn St. Amour has just indicated that if necessary, the IGF 
workshop submission deadline will be extended to one week after the 
final 2018 IGF venue has been announced. I know that a lot of people 
have been expressing concern about this, so that is some good news at least.
