[bestbits] GPD input into UNESCO Internet Universality Indicators consultation

Dear all,

In case of interest, I'm writing to share GPD's input into UNESCO's
consultation on the development of indicators to measure progress on
Internet Universality.

GPD contributed to the first phase of the consultation in October 2017

In the current second phase, which closes on 15 March 2018, UNESCO posed
three questions in reference to the first draft indicators document (available
here <https://en.unesco.org/sites/default/files/iu_indicators_phase_2.pdf>).
