[bestbits] Cybersecurity meetings in India this week

Hello everyone,
The Global Conference on Cyberspace (GCCS <https://gccs2017.in>) is
starting here in Delhi. This biennial meeting has become one of the main
spaces for the discussion of global cyber security and it is an important
forum to seek the articulation between the security and human rights
agendas. For those who want to know more, Global Partners Digital has an
excellent series of resources
<https://www.gp-digital.org/event/gccs-2017-info-hub/> and a podcast
explaining the history and the importance of the GCCS.
Back to back with the GCCS, there was a meeting of the Global Commission on
the Stability of Cyberspace (GCSC <https://cyberstability.org>), created
with the aim to develop proposals for norms and policies to enhance
international security and stability and encourage responsible state and
non-state behavior in cyberspace. Two documents were approved by the
Commission here in Delhi, a final statement

and
the "Call to protect the public core of the Internet
<https://cyberstability.org/wp-content/uploads/2017/11/GCSC-Call-to-protect-the-Public-Core-of-the-Internet.pdf>",
which proposes the wording of a general norm of non-interference with the
public core of the Internet.
Yesterday, there was a meeting of the Global Forum on Cyber Expertise (GCFC
<https://www.thegfce.com>), a global platform to exchange best practices
and expertise on cybersecurity capacity building. Some documents were
published by the GCFC yesterday, such as the GCFC Global Agenda
<https://www.thegfce.com/gfce-global-agenda> and the GFCE collection of
Global Good Practices in cyber capacity building, conducted together with
DiploFoundation, also available in an interactive version
<https://gfce-ggp.diplomacy.edu>.
The Global Conference on Cyberspace will start tomorrow. Some sessions will
have webcast.
There is an intensive agenda in India this week, and I hope this e-mail
helps to provide some easy references and links.
