The partial breakdown of the Internet has actually revealed a great lack of knowledge and understanding of the fundamental values of internet governance. As you would all have noticed, there were many people who raised their voices from Cameroon, to oppose the messages that denounced the cut of the Internet. I would like to rate here two tweets for example: Https://twitter.com/hassan21job21/status/824658627948609536 and https://twitter.com/hassan21job21/status/824658902163877888 The mail of Janvier has been the confirmation of the previous, as we can notice it from the various interventions. For these reasons, I would suggest that the Isoc chapter delegates (at least) be trained on the cardinal principles of the Internet. Further more I would like to argue for the capacity building of a wider range of users in terms of internet governance. Additionally, I thinks that our message can be better understood if the oficials, the parliament members, the political deciders of our countries are trained on the basics of the internet governance. To simmarize the suggestions: 1. Specific Trainings to all ISoc Chapter Deledates (and all the potential civil society leaders who may not necessarily be a chapter delegate), 2. Internet Governance capacity building to a the users 3. The formation of the Dynamic Coalition was motivated by the fact that many Internet governance issues that are discussed at the IGF are also the subject of rulemaking through bilateral, plurilateral and multilateral trade agreements. The purpose of this Dynamic Coalition is to provide an interface for the exchange of information and best practices between the negotiators of these trade agreements and the bodies in which they work, and the Internet Governance Forum and its multi-stakeholder community. This information exchange will be both substantive (that is, concerning particular Internet public policy issues) and also procedural (that is, about how Internet public policy can be developed in a transparent and inclusive way). Our provisional 2017 action plan is: 1. To publish a background paper describing the major trade agreements that are in place or under negotiation, as well as the venues where this takes place, and identifying the key Internet governance issues that are the subject of such agreements and negotiations. 2. To develop a multi-stakeholder approach to facilitating the transparency and inclusiveness in international trade negotiations and the domestic consultation processes. 3. The TPP, with its wide implications for global e-commerce and intellectual property, among other internet-related policy issues, had attracted widespread criticism from internet freedom advocates and activists and civil society more generally. Today, we're publishing the third entry in our civil society experience bank, Advocacy Bytes . It records the challenges faced – and lessons learned – by digital rights groups engaging in the TPP negotiations. Till date, our data reflects 62 incidents of Internet shutdowns across various regions in 12 states, with 30 being reported in 2016 itself, and 4 instances in the first month of 2017. It also revealed that the number of shutdowns increased more than two fold from 14 in 2015 to 30 in 2016. Mishi Choudhary, President and Legal Director at SFLC.in said, "There is a global consensus that access to Internet is a human right, in a digital and connected world. Yet, many countries block Internet services as responses to conflict situations, or even for trivial reasons such as to prevent cheating during examinations. Unfortunately, these shutdowns not only imperil civil liberties, but also grievously hurt the economy, as a recent report by the US policy think-tank Brookings Institution showed. The shutdowns in 2015-16 cost Indian businesses an estimated amount of $968 million (Rs 6,485 crore). As the pace of shutdowns increases, the costs will mount, particularly given the new emphasis on transactions by Internet payment systems linked to Aadhaar. Shutdowns are a very imprecise means of achieving any social end, imposing immense collateral damage. In democracies, essential social facilities should not be turned off by the State, which acts in the peoples' interests. The dependence on mobile Internet services for public safety and order, education, business, and family life is a fact of our existence. It should not be intentionally broken by government, pursuing one form of 'law and order' at the expense of all other social functioning." "Internet shutdowns are a global, not merely an Indian problem," said Ms Choudhary. "SFLC.in has been working with Access Now on its global campaign to study and reverse the adoption of shutdown policies around the world. We acknowledge their assistance and leadership in this area." Per SFLC.in's record, the state of Jammu and Kashmir has experienced highest number of shutdowns (27 since 2012).
