[bestbits] Nominations for IGF closing and opening speakers

As also being a Brazilian from a historically underrepresented region, I'd
like to be the 1st Brazilian to support Marilia Maciel, my fellow
Northeastern. It would be great to have an event here with a Northeastern
Brazilian speaking for once.
