[bestbits] [governance] CSCG nominations for civil society speakers at IGF

I see arguments for both sides.  Usually, the opening ceremony is the event
regarded as the primary event to set up the whole tone of the meeting and
send out powerful message.  However, if CS people are going to be presented
for this 2015 IGF's closing ceremony (and I assume CS ppl will not make
speeches during the opening ceremony), then strategically it'd be better to
have a Brazilian at the closing ceremony to tie the CS's arguments into the
Brazilian national situation.

And it also depends on the local culture, I guess.
