[bestbits] update on Brazilian activists

Dear Mwenda & Jeremy, actually the issue, to my knowledge, was never
brought to the attention of the MAG - please do correct me if I am wrong.

I think the MAG process is the channel through which the specific
territorial rules for IGF should be redefined - after all, it is a
multistakeholder event, not just a multilateral one.
