[bestbits] CS input to Chairs Statement for GCCS - apologies for short time frame

I found the Capacity Building (paras 44-47) section rather interesting in
that respect. The aspects/values of "multistakeholderism" that most people
seem to agree with - collaboration, co-operation, sharing, involvement,
together with lists of those who might be involved and an open invitation
to any others who are interested - are present throughout the section but
the word itself doesn't appear.
