Did any of the I* bodies call for public inputs before putting out this
statement?

I'm only on three APNIC mailing lists, and I don't believe I saw any
discussion relating to this statement before it was issued.

I am very interested in examining existing practices (and best
practices) in the Internet technical communities which are often held up
to be the gold standard by which others should judge their 'openness'.
