[bestbits] Proposal on Best Bits governance

Agree with the proposal.

Would be helpful for me, perhaps others, to know what the role of the
steering committee plays?  Bestbits seems to be taking on a lot more than I
understand it was originally established to do.  No problem with that.  But
given this new role what's the task of the steering committee?
