[bestbits] Call for expressions of interest: 1net steering committee

People,

The main role of the 1Net  Steering committee is ACTUALLY to scope 1Net.
Are we waitiing for other actors to do that, then have CS join later?

I think Adiel has made it clear that formation is still going on.
So this is that opportunity to scope and formulate the missions and
objectives of 1Net by all stakeholders.
