tweeting/finalizing the ITU statement?

I'm now confused--I thought we wanted to publicize the statement to obtain additional endorsements before we filed it on the 7th.  If that's not the plan, we should clarify ASAP.  I don't have a very strong feeling either way, I just want to make sure we're all on the same page.
