Also, it's time for me to provide an important update following on from our APrIGF side meeting. From now on I won't spam this long list of Cc: recipients but will just send to the mailing list that was established to carry on this specific conversation - please join it if you wish to remain in the loop: http://lists.igcaucus.org/info/bestbits So, where we had left things last month (as summarised on the pad at http://igcaucus.org:9001/p/APrIGF-meetup, and in my last email quoted at the bottom of this one) was that whilst a joint declaration or constitution for the Internet amongst such a broad group would be too much to expect, there is still a lot of room to work together, evangelise and broaden participation in several of the individual efforts (including but not limited to the Declaration of Internet Freedom). This means a loose global network, and an event to kick it off. Whilst this is not a completely new idea, what is different this time is that Internet governance issues are much, much higher on the public radar due to WCIT and the mobilisation of ordinary Internet users around SOPA/PIPA and ACTA. So the goal would be to bring together groups that are already working on or in specific IG-related initiatives or networks (such as the Declaration of Internet Freedom, the Enhanced Cooperation Task Force, the Constitution for the Internet, the Internet Defence League, the IRP Coalition, etc) to: * Report on those initiatives and take advantage of the opportunity to broaden participation in them and/or to merge them if appropriate. * Share information about upcoming threats, notably WCIT, and give everyone a final push to contact their national delegations about resisting the harmful proposals. * Provide a milestone prior to the WCIT and the global IGF at which to aim to produce tangible outputs (such as the second iteration of the Declaration of Internet Freedom?). * For the future, fill the gaps in understanding about related groups, initiatives and issues and their political contexts, so that there is less duplication and naïvity and more inclusiveness. * Discuss how the gathering could evolve into an inclusive civil society network on IG issues that would be sustainable in the longer term. Whilst participants would have the the opportunity to join together on other participants' initiatives, we wouldn't expect them all to join in support of any single initiative. To do that would narrow the participation down to those who are already working together anyway. Having said that, a joint statement to WCIT of at least some participants is also very probable, and likewise, a civil society statement of some participants to the IGF is widely seen as imperative, as the only global multi-stakeholder forum. Holding a broader, follow-up meeting of our groups to launch this in conjunction with (preferably before) another meeting would be the most efficient way to proceed. There are a few options now on the table, not all of which were discussed in Tokyo - personally, I feel that if groups outside of North America are to feel more included, Singapore may be a better option than Toronto: * International Institute of Communications conference, 8-9 October 2012, Singapore * Australian IGF 11-12 October 2012, Canberra * ICANN 14-19 October 2012, Toronto * IGF 6-9 November 2012, Baku (would need to be held at least /two/ days before) *Please send your thoughts on that to the list.* (I've set the follow-up header appropriately, but you must join the list before you can post to it.) Google has expressed some interest in funding such a meeting. Speaking for my employer Consumers International, we can't accept money from Google. So is there another one or more of you that /can/ accept money from Google that would be interested in putting together a more formal proposal in your name/s? I intend that we will also approach another funder for supplementary travel funds. You may also have your own budgets from which a contribution could be made to this gathering. *Please post your thoughts on that too.* As the next step, work needs to begin right away to put together a proposal that would identify the expected outcomes and impacts from the meeting, in terms that are as concrete as possible. So if you want to see this happen, *please contact me on the list or privately* and we can get something into shape within the next week or so, and submit it to Google and other funders. First, as I mentioned to you in Tokyo, by way of background we might want to look at some of the previous efforts to connect various groups/networks around interstitial issues to see if anything of relevance can be gleaned, e.g. http://www.apc.org/en/node/9788/. Might help to avoid reinventing broken wheels etc. Second, I have to wonder about the venue choice. How often have we heard of CS folks we work with going to IIC events? Or even refer to the IIC? I did stuff with them in the 80s and 90s but could not tell you anything about what they've been doing since then. I'd have thought Baku a more apt opportunity. While the 5th-9th are booked solid, a lot of people do come a day earlier and/or stay a day later, particularly if there's advance notice before they buy tix. Some might be willing to give up some tourism time if there's a useful meeting…just a thought. The hotel reported to me yesterday that they are fully booked for the weekend prior to the IIC conference, and that for the alternative dates after the conference we are on standby. Several of you have voiced that you would prefer to do the event in conjunction with the IGF in Azerbaijan instead. Although it has its downsides, the big benefit is that we would have to support fewer participants' travel costs. This is important because the budget that we have sketched out is significantly too high to be supported by any of our prospective funders (and indeed at this stage, it looks like only one of them, Google, will be able to offer support). On this basis, I have gone ahead and begun enquiries with the hotels in Baku about hosting the event over the weekend prior to the IGF. The next thing to determine is who will be in Baku, and who won't. Amongst those who won't, we need to receive and decide upon their applications for travel support *within a week*. Sorry for the short deadline! Next week it should be possible to confirm what level of travel support will be available to those who have requested it, and where the venue will be. Once that is done, we will divide up responsibilities for preparation, such as contributing briefing papers and working on the zero-draft texts, and add names of speakers and moderators to the agenda items. So far Andrew Puddephatt has offered to write an introduction to the briefing papers, Bill Drake to coordinate the development of a WCIT statement, and others to speak or moderate - thank you all; further details of how you can participate will be confirmed next week. I also hope that everyone will feel free to use this list to discuss the agenda or any concerns, so that the planning process can be kept fully transparent. This is important to dispel any concerns (that someone expressed to me today) that there may be a political agenda behind the meeting, to create a new process or body or to supplant existing bodies or initiatives. We still can't quite yet confirm who will receive travel assistance to attend. So far only part of our funding is confirmed: Google has committed to contributing $12k (thank you, Google!), which is enough to confirm that the meeting will be going ahead, but not yet enough to be able to allocate travel assistance. More is hoped to be on its way soon, and other donors are also sought. If you have spare funds in your organisation's budget that could support the meeting, please consider whether this could include you. We also don't yet have the exact venue, though I hope to have this confirmed soon too. If you intend to attend regardless of the decision on any travel support you may have requested, please book your flights now (you can always be reimbursed later). Hold off a few days on the hotel though, if you intend to stay at or near the venue. (As another option, Michael Gurstein has asked me to pass on his offer to take a room in an apartment that he is renting for the week, at a very modest cost - contact gurstein at gmail.com to take him up on this.) Meanwhile I'm attaching the third draft, which reflects the few additional suggestions received since the second draft. This will become final by Wednesday, so please speak up if there is anything else. The only suggestion not yet reflected is that we move the event to 10-11 October so as to be less of a clash with the Budapest Conference on Cyberspace. However, that would make it more of a clash with other things (Australian IGF, for one).
