<p><strong>Core Question:</strong> When an end-user is provided network access through equipment with the following characteristics, do they have an "Internet" connection or merely an "internet" connection?</p>
<p><strong>Equipment limitations:</strong></p>

<li>Unchangeable TR-69 configuration</li><li>Telnet enabled by default with no option to disable</li><li>SSH enabled by default with no option to disable</li><li>Unchangeable administrative passwords</li><li>Complete denial of both IPv4 and IPv6 address assignment/configuration</li><li>With another ISP, it is an immaculate white "black" box with zero user access</li></ul>
<p><strong>Related questions:</strong> Is there any meaningful Internet access when users cannot control their network equipment? How do we address forced exposure to potentially vulnerable protocols? Should "Internet" access imply certain minimum user control
standards? What level of technical autonomy should users expect from their ISP?</p>
<p>The distinction between "Internet" (the whole Internet) and "internet" (some form of a walled local network) may have significant implications for policy discussions around net neutrality, user rights, and access standards.</p>
