      <div dir="ltr">Dear Bruna,
        <div><br>
        </div>
        <div>Thank you for keeping us informed about these fast-moving
          developments. As someone who was heavily involved in the first
          NETMundial ten years ago, it is great to see the event taking
          shape. I particularly like the angle that has been selected by
          the conveners, which does not propose to revisit and revive
          what has been achieved in 2014, but to critically access the
          adaptations that should be introduced in governance
          approaches, in order to keep up with the changes that have
          taken place in the last ten years. These changes have been
          highlighted by many individuals in CS and Academia recently.
          Just to name a few examples that come to mind: </div>
        <div><br>
        </div>
        <div>- Milton Mueller and the IGP convened an excellent
          conference to discuss the way in which several aspects of
          Internet governance discussions are actually taking place in a
          field that we could call the "digital political economy",
          which follows a distinct rationale and (this last part is my
          own opinion) represents a challenge to CS continued meaningful
          engagement. </div>
        <div>- Bill Drake has called attention repeatedly to the need to
          pay attention to how several aspects of Internet governance
          discussions are being discussed (and decided upon) within
          trade agreements (which are not multistakeholder, transparent
          or accountable). </div>
        <div>- The World Bank,  UNCTAD and WEF, to name a few, pointed
          out that digital inequality (and unequal distribution of
          wealth generated by the digital economy) is growing.
          Considering the importance of the digital economy for overall
          economic growth, the picture we have today is less rosy than
          10 years ago from a development angle. </div>
        <div>- Laura DeNardis has published an excellent book, the
          Internet in Everything, in which she explores, among other
          things, the merge between cyber and physical, and what this
          means for several policy areas, including Human Rights, and
          for governance. </div>
        <div>- DeNardis, Francesca Musiani and others, have eloquently
          shown the 'turn to the infrastructure' as a way to exercise
          governance and power. Corinne Cath and Niels ten Oever have
          depended the analysis on very important and under-explored
          points of the IG ecosystem, on infrastructure and standards. </div>
        <div>- The Geneva Dialogue, organised by Diplo, has shown how
          topics, such as digital supply chains, necessarily need
          bottom-up standards of coordination to foster security.</div>
        <div>- Luca Belli and his team in FGV have helped to understand
          not only the dynamics of governance in a multipolar world, but
          also how points of gravity in governance discussions have
          changed from the US-EU-centered WSIS discussions. </div>
        <div>- Many good academic papers and policy papers have been
          published on topics digital sovereignty and public
          infrastructures, and there is a much more nuanced
          understanding of these issues than in 2014.</div>
        <div><br>
        </div>
        <div>This is just to say that I think that whoever takes part in
          the organization of the event should be attentive and
          proactively seek to capture these reflections of the last 10
          years. They are disperse, but extremely relevant to the
          overarching concern of NM. And when time comes, I hope CS
          organisations may also capture some of these concerns in
          contributions to the final NM document. <br>
        </div>
        <div><br>
        </div>
        <div>I would be interested to join the call today depending on
          the time to get to know more about the plans for the event. I
          recently deposited my PhD thesis, and I confess I have not
          been following NM preparations closely. Please share the call

              NetMundial+10 Meeting that will take place in São Paulo,
              on April 29th and 30th. A website for the meeting has been
              launched recently and can be found here: <a

            <div>I'm not involved in the event's organisation but this
              is an effort of sharing some information I have come
              across so far in order to help guide you and your
              organisation's engagement. <br>
              <br>
              The details about organisation and the meeting itself are
              still to be defined, but the event seems to follow the
              2014 format with a public consultation/call for inputs for
              the broader IG community, as well as stakeholder group
              organised interventions in the in person event. The
              meeting is being organised by CGI.br and, as far as
              outcomes are concerned, I believe we are set out for a
              discussion of a collective NM+10 Declaration and an update
              to the IG Roadmap. <br>
              <br>
              Participation will be facilitated in the shape of 5
              stakeholder groups: civil society, academia, governments,
              technical community and private sector. And details are
              yet to be defined as for the limits and numbers of
              people that will actually join the onsite event. </div>
            <div><br>
            </div>
            <div>Last but not least, there is an ongoing call for the
